This all seems to have happened after they put in the new meter they ... a choice between Xcel and CORE, pick core. They will keep the lights on. Or at least restore energy in a timely way.

Xcel will begin installing “smart meters” in homes across the state. While I understand that this is a means of more closely “monitoring” energy usage, the key word is monitor.
