When Gov. Mike DeWine decided to interrupt the 30-day period set aside for flying the American flag at half-staff in honor of former President Jimmy Carter, he must have thought it was more important to display the flag at full-staff in honor of President Donald Trump’s inauguration.

Confused state officials scrambled Tuesday to discern how the order impacted state government, which gets about 30% of its general fund dollars from federal sources.
