The city of Portland has approved a controversial land-use credential for Zenith Energy – a key step in the fuel company’s continued operations along the Willamette River. The approval on Monday morning comes despite an 11th-hour resolution filed by two council members Friday evening that sought to pressure the city’s administrative staff to delay Zenith’s approval.
